Executive Summary

Corporate research is using the questionnaires survey method, combined with the interview method, from competitive framework questionnaires analysis of the quantitative data, discuss on our national landscaping corporate practical and idea shape of organization culture type differences also with the international construction organization culture differences; proposed enhance the organization culture and corporate manager management skill related suggestion, enhance the landscaping corporate organization culture cause of the transformation from clan culture to the market culture, so to enhance our national landscaping corporate international competitiveness.

Research discovered: our national landscaping corporate practical and idea condition of the organization culture model is the clan model, second differences is not obvious; our national landscaping corporate and international construction corporate organsiation culture of the differences are obvious, as mentioned is toward the clan, the later is toward the market; manager of management skill is toward the clan; its manager current stage is on team management, public relationship management and control system management, future motivating staff, customer services management and others and management Behavior.

Chapter 1 Research Overview
1.1  Overview study
Organizational culture also called as company culture or corporate culture, organizational culture is shaped by organization staffs who work in the practical production operation for a period of time with common values, trust, behavioral standard and interrelated feature of behavior method, the material performance. Organizational culture had been commonly known internationally, because a lot of organizational culture research had been concentrated in corporate dimension, so organizational culture also see as corporate culture, in this thesis these two has no difference.
The environment is unpredictable and keep changing, this has caused every organization or management staff difficult to maintain at the current situation, difficult to predict future, difficult to maintain organization towards the common direction, therefore, a lot of organizational in order to sustain an long term organizational competitiveness, they all try to use different type of instrument in order for the organizational change activities. Some scholar researched that, planned changing movement, also could lead to failure (Cameron and Quin, 1999), and could lead to organizational survival risk problem(Cameron, 1997). Research show that nearly 70% of the organizational transformation has failed, the result is not as predicted(Jennings, 1996). What are the factors lead to the failure? A lot of research report point out, is the ignored of the organizational culture, in another word, organizational transformation failure leads to other different type of organizational transformation failure.(CSC Index, 1994;Caldwell,1994;Gross, Pascale, and Atos, 1993;Kotter and Heskett,1992; Noronha,2002 ;from Cameron and Quinn ,1999)
 Organizational culture strong and weak difference, strong in organization culture can enhance the corporate competitiveness, enhance the corporate continuous development, and not good or corporate real condition does not adapt the organizational culture will be the barrier towards the corporate development. How to judge their establishment of organizational strong and weak, is through the organizational culture system, science measure and assessment values, in another word is to create strong organizational culture, the most basic is using the organizational culture measure. In the landscaping corporate culture transformation process, organizational culture has prove the irreplaceable function, therefore, to landscaping corporate culture measure theory and real diagnose has conducted a research, research the China landscaping corporate organizational culture’s establishment path is very urgent and important.
This Research is based on the Cameron and Quinn under the competitive framework, using the four type of organizational culture model as the definition, using the Cameron and Quinn(1999)according to competitive framework in the development of the organizational culture measure table OCAI questionnaire for the research balance measure as the organizational culture instrument, research the China Landscaping corporate organizational culture type (Hierarchy culture, market culture, clan culture, ad hoc culture, the four type of culture), analyses the current and future differences, find out the China Landscaping corporate organizational culture best type model.
Using the Kotler and Mola research discovered the management Skill Assessment Instrument (MSAI)as to evaluate the corporate management staff’s management behavior, using the 60 set of questionnaires for the survey, interview conversation and trial and error method, analyses the research on the China landscaping corporate culture transformation path, method , proposed the related organizational transform recommendation.

1.2 Research Background
Since 80’s, China economy continuous for 20 years of rapid development, the corporate with the great opportunity and huge market, lead and train up a group of corporate at the aggressive growth and rapid development. In the enhancement of corporate management has enhanced the corporate development process, corporate leaders pay more attention and aware of organizational culture establishment. Although strategic, the lead of market image and technology competitiveness is important, but high level success enterprise, a lot of time invested a lot of energy to build up a kind of development and management with distinct power of the organizational culture. This type of power is within a kind of strong with distinct culture, can reduce the effectiveness consistency, create public order, and create team status and duty, also the future perspectives.(Trice & Beyer, 1993).
The starting of the corporate culture that leads to the western corporate community with a significant transformation. The modern corporate production operation, is deal to the fine division of production process and enhance the social status, increase the management complexity, the original corporate management theory and method are not suitable to corporate management practice. The occur of the corporate culture is caused by this kind of history background, the main contribution is through the combination achievement of the corporate organizational objectives an individual objective, work and living, restraint and freedom, management and being managed. Corporate culture theory compensate the lacking of the tradition management theory, behavioral science theory, management field theory etc, while emphasize the hardware of management, also aware of the software of management build up, these combination of “soft”, “hard” has achieved the best management method, injected the new life factor in the management science, move the management theory into a new high level.
Pettigrew,1979 in the “about organizational culture” first mentioned “organizational culture” concept, discovered “organizational culture” behind the research. Then the Ouchi,1981, theZ theory、Pascale & Arthos,1981《the art of Japanese management theory》, Deal & Kennedy,1982《company culture》also the Pcters & Waterman,1982《seek for breakthrough》the four book author published,has voice up the research on “corporate culture” the sound,called “corporate culture” research of the “Four Rhythms” Arts (1982). After this, organization research domain almost discover the new page, a lot of theory research and practical research thesis has continuously appear, a group of theory researcher like Ouchi、Hosftede、Schein、Wilkins、Sacknlna and others has their own domain of research towards the organizational culture to have effective research.
A lot of research discovered that, scholar agree that the organizational culture consist of staff function and environmental function etc have direct benefit. (Yang Ming Gong, Chen Pei Wen, 1997;Daft, 1999; Furnham and Gunter, 1993; Siehl and Martin, 1987);have some scholar think that organization culture is the barrier to organization reformation and second cultural conflict etc the side effects (Zhan Pei Yu,2000;Chai Jing Xiong,2000). As the Robbins(1996) says, organization culture structured the internal organization function as a whole, strong organizational culture share the similar value, to ensure the everyone in the organization will have common rules (from Martins and Terblanche,2003). Therefore, when the organization member learn how to solve the external adaptation and internal problem as a whole, if the organization culture operate smoothly, then it will lead to new member to learn the same method without realize and think of the problem. (Schein, 1992).
Harvard College, Kotter and Heskett professors in 1987til 1991 year, to America.22 industry 207 company’s corporate culture and operation situation, conducted an in depth research pointed out, corporate culture will have long term influence to corporate business performance, and is possible could become the factor that decide  the corporate business performance. The reason to maintain the continuous success of the corporate is the corporate own values more than the market factor; the corporate trust more than the competitive ranking; vision more than the resources advantage. In fact, never can find a company obviously, easily differential the organization culture, and in these industry that has leadership status corporation(Kim S. Cameron,2006). Corporate culture is the spirit of corporate, also the corporate core competitiveness, good corporate culture not only is the corporate survival and development resources drive, but is the distinguish with the competitors symbol. Corporate have their own distinct culture, then will have the living activities, will have the true significant.

1.3 Problem Statement
A lot of industry, consist of the power of the survival of the organization environment. (沙伦.奥斯特, 1998.12). Organizational culture is the organization attribute, where it involves organization different level. Research on the organization culture is the research organization management phenomena essence, also the relation between the management technique and management essence.(谢晓龙2002.6).
Organizational culture assessment is the important instrument for organization culture problem, domestic and international researcher show that organization culture model is different, industry characteristic and competitiveness has the obvious differences, organization culture assessment, the values framework, management techniques assessment to corporate structure, quality system, leadership ability, management techniques etc have a very good prediction. So analyses the industry characteristic and competitiveness, discuss and predict the China landscaping corporate organization culture model and transformation methods, in order to provide recommendation, then this become a meaningful theory and practical significant.
Foreign scholar had researched the industry organization culture, to a lot of industry has proposed the organizational culture model, but the China landscape corporate organization culture, industry organization model and transformation method and path, is one of the subject that need to have in depth research.

1.4 Research Question
Research and verify the following question, use certain significant theory and practical management which has leading values:

1.5 Research Objectives
Currently, domestic and international corporate culture theory have deeper level of research, a group of professional scholar have proposed their own corporate culture measure model, but, for the landscaping corporate culture has conduct a assessment, draw the China landscaping organization culture current and ideal organizational culture graph, combine current practical stage of situation, establish corporate culture process, search for a stronger path, is what the landscaping corporate should have pay more attention on the subject.

1.6 Research Significant
Currently, a lot of corporate already know the important of corporate culture, also the aggressively establish corporate culture, but ignored the corporate culture progress in and effective assessment. Corporate culture has its strength and weakness , outstanding corporate culture could enhance the corporate competitiveness, enhanced corporate continuous development, but those bad or not suitable practical condition of corporate culture could be the obstacle to the corporate development with astonishing barrier effects. How to diagnose their established corporate culture strength and weakness, then need to go through the corporate culture progressive system, science testing and evaluation, fully understand the corporate culture establishment that may be lacking of, and immediately amend and improve.
China landscaping corporate has followed the speed of the china city construction and economy soaring, rapid growth and development, currently the city landscaping high status corporate has reached 200 thousand, among all of them, 147 company directly certified by the construction department with high status level, their construction asset worth of 120 billion, how to maintain corporate continuous healthy development, is every corporate researcher main topic. This research is through the related survey research analysis, analyzed that the china landscaping corporate organizational culture model and transformation method, this is to the china landscaping continuous healthy development, no doubt has its theory significant.
Research in China landscaping corporate organization culture type and transformation path, is still to be discuss with the fair organization research domain. In china corporate management, the subjects that still need to be continuously to have in depth researched, that is, as the distinct culture background and tradition history also the speed development of china corporate, understand what are their characteristic towards the organizational culture that have the influence, their organization culture type, lead the organization could use the organization transformation measures, enhance the corporate management level and development ability, to obtain better benefit. This is this thesis greatest objectives and contribute to the studies.

1.7 Research scope
Research is base on the China city landscaping high status corporate as the sample, through the research diagnose method, and discuss the china city landscaping corporate organization culture model and transformation model question, obtained research conclusion.
Using the Kim S. Cameron and Robert E. Quinn design and published of the organization culture assessment instrument, Designed the 24 question, divided into main characteristic, organization leadership capability, staff management, organization elasticity, strategic, success standard, is the six dimension of the organization culture of the current organization culture graph, analyses the strength that lead to china city landscaping corporate organizational culture.
Using the Kim S.Cameron and Robert E.Quinn desing and published OCAI;the organisation Cost Value Framework(CVF)theory framework,Research organization phenomena(hierarchy culture、Market culture、Clan culture、ad hoc culture, the four type of culture),find out the best type of china landscaping corporate organization culture, analyse the current and future differences, find out the strength of the organizational culture, the culture unity.
Using the management Science Assessment instrument (MSAI)to evaluate the management behavior, distribute of the 60 questionnaires survey question, interview conversation and trial and error method, analyze the research on china landscaping corporate culture transformation path, method, proposed related organizational transformation recommendation.
This thesis is using the combination of qualitative research and quantitative research method. First, through the literature research’s qualitative analysis, suggest the research significant and objectives, and decided to solve the problem. Then to solve the research question, according to literature arrangement and theory description, suggested the structured research model.

Thesis has divided into 5 parts, to conduct the china landscaping corporate organizational culture practical research. First part as overview study, suggested research background and research objectives and also the research content framework; second part is the related china landscaping corporate organization culture literature; third part is the research methodology; forth part is the data finding and analysis; fifth part is the theory conclusion discussion and development, conclude the thesis result, and suggested the lacking of this research, suggest the future direction.

This research is through the diagnose analysis method to discuss the china landscaping corporate organizational culture type model and transformation path, to fill up the empty of current national research theory, also to our country other industry organization culture and organization transformation and also to the landscaping industry corporate management research etc provide a set of theory fundamental.

1.8 Research Limitation
Most of the survey is from different city of the landscaping which is the high status corporate leaders member, surveyed level status has its limitation, research result may be only reflects the china landscaping corporate organization culture characteristic, suitable model and transformation methods.
This research is using the management techniques of MSAI for the diagnose of management evaluation, from different angle to explain the management difference, based on the researcher’s own point of view to define the values (the differences is more than 1) as the explanation standard, is still not according to statistics examine methods to explain, the future research should use the statistical method for better convinced explanation.
 
Chapter 2 Literature Review
2.1Current Situation of China Landscaping Corporate Development
The national council practices the policy certificate to the landscaping corporate management. That is the landscaping corporate need to follow according to its owned registered capital, net assets, professional skill, and techniques facilities and completed landscaping performance qualified condition to apply for qualification, through the approved inspection, after obtained related qualified certificate, and then its qualified class could start the activities within the scope. Landscaping corporate qualified class as 1, 2, 3 class. National council established an supervisor department that is responsible to the 1 level of landscaping corporate qualified management. The provinces, special zone of people’s government construction department, city people government landscaping supervision department that responsible for the 2nd class and third class landscaping corporate capital management.
According to the statistic, currently our national landscaping corporate quantity has reached about 15,000 firms. Until 2007, November 30, the total of landscaping design and Design Company of 1,200 firms, has the city landscaping of 2nd class and above of the capitals corporate are more than 2,000 firms. One of those city landscaping 1st class corporate of 111 firm (until 2007, may 20), one of the registered investment reached at 12.6 billion yuan. The green properties are worth of nearly hundred billion yuan, from the staff nearly 1 million people. They are from Jiangsu Province, Zhejiang Province, Beijing City, Shangdong province, Shanghai City and Guangdong Province of the city landscaping are the five top first class capital corporate, these corporate mostly is the economy developed along the sea city, the corporate comparatively are concentrate, regional development is in balance condition. These corporate have derived of three different stage, through the enhancement and promotion development of different policy.
First, follow the country policy adjustment, green consumption has continuously increase, follow the nursery cultivation, flower trading etc of green product speedy increase, Plant nursery production is rapidly formed and turned that lead to landscaping plant nursery operation and construction of corporate. JIangsu, Zhejiang is the whole country has the most landscaping corporate, most concentrated Province, Nursery production areas has reached 200 acre, the property worth of 1000 billion yuan, product sales is export to different part of the world. One of the most classic character is Blue Sky landscaping corporation, Ning Bo Tend Tou landscaping company etc. these nursery plant corporate classic character is, it started with the nursery cultivation operation or based on nursery production operation as the corporate characteristic, currently still has more quantity for the nursery plant, different kind of nursery plant, with good quality, nursery plant makes the company operation as the strong point or is a kind of important brand character. This type of corporate owned of 17%.
Second is as the city construction speed up the growth. According to the statistic, year 2005, the whole landscaping maintenance construction investment has reached to 177.6 billion, own the city maintenance investment payout of 7%; landscaping industry of the fixed investment has reached at 163.23 billion yuan, consist of the whole fixed total investment of 6.90%; the government implementation of construction, the original government management of the greenery company that responsible for the contract, or national corporate the complete the developed company. If Guangzhou greenery company, Shenzhen landscaping group, Beijing jingdu landscaping company, Qindao landscaping group, Jinan landscaping group, shanghai landscaping group etc. this type of management model own the corporate of 21.7% classical character is the strong in skill power, execute the experience, have certain brand and governmental background and also the human relationship。
Third is the landscaping corporate is following the national economy rapid development and transformation of open policy that continuously deeper and rapidly develop. The economy move the city construction, people environment construction development, property market tremendous develop, produce a huge landscaping greenery market, a lot of people use the capital to invest in the landscaping operation industry. Like Jiangsu Da Qian Jing Guang construction company, Shenzhen Peng Sheng Greenery company, Beijing Jin Di landscaping company, Shanghai Guo An Greenery company, these investment company owned the 31.7%, classical character is staff , more on capital, participate market ability is stronger, more flexible.

2.2. The form of Landscaping corporate and development 
China city landscaping corporate is in the planning economy, follow the china market economy of the establishment and transformation of open policy that continuously strengthen the development. China city landscaping industry trend is the nursery plant production, develop stronger is depend on the government implementation in market, rapid expand of the government into the social city landscaping construction that is rapidly increased.
Initial stage(1949-1992)
Born of new china, a lot of city resident government take the original shared place, renovate the green garden. 1952 the central government establish a construction department, recruit the whole country’s first city construction work conference, city landscaping progress recovered and has the planning, steps of construction stage. The whole country of different area started the new garden construction, enhance the nursery plant construction, implement the greenery route, also developed the plant, school, organization etc unit and also the resident area of greenery work. Overall development period(1990-1999)
1992 national council announced that《city greenery condition》,make our national city landscaping career walk into the legal policy track. Secure the city landscaping healthy career in a rapid development. Same year, construction department in the whole country display the construction city landscaping, landscaping unit, landscaping area activities, city greenery system planning and practical management, city outskirt environmental green construction, city garden, zoo etc zoo etc as the important in construction of city landscaping, enhance the city greenery level, enhance city environmental construction and city can continue to develop, enhance the city overall management level.
